My time in Parliament.
15 November 2012First elected to Parliament.After many years working in the humanitarian and charity sector, I was first elected as Member of Parliament for Cardiff South and Penarth in November 2012, following on from the resignation of the then sitting MP Alun Michael who had been selected as the candidate for the first Police and Crime Commissioner election for South Wales.
November 2012 - PresentCampaigning for justice.I have worked with other MPs to oppose the bedroom tax, expose the impact of welfare reform on the poorest and most vulnerable, to expose the concentric tax credit scandal and fight for pensions justice for 1950’s women and ASW pensioners.
February 2013 Member of the Public Bill Committee on the Equal Marriage Bill.I served on the Public Bill Committee on the Marriage (Same Sex Couples) Bill to deliver the historic equal marriage act.
October 2015 - January 2016 Shadow Foreign Affairs & Trade, Industry and Industrial Relations MinisterAs a Shadow Minister I proudly led Labour's fight against the hostile Tory trade union act, working with our trade unions across the country. As a Shadow Foreign Minister I spoke up on issues from Africa to the Falklands.
07 May 2015Re-elected to Parliament.In the 2015 General Election I was re-elected as the Member of Parliament for Cardiff South and Penarth with a majority of 7,453 and 42.8% of the vote.
2015 - Present Vice Chair of the cross party Army group of MPs.I recently completed the Armed Forces Parliamentary Scheme which included spending over 40 days with British troops here in the UK and on training exercises overseas from the Arctic to Canada and Cyprus. I work closely with local veteran’s organisations like the Welsh Veterans Partnership and Woody’s Lodge.
10 Feb 2016 - 3 May 2017 Member of the Arms Export Control Committee.As a Member of the Arms Export Control Committee, I helped expose the scandal of UK arms sales to Saudi Arabia and have campaigned for a resolution of the conflict and attacks on civilians in Yemen.
08 June 2017Re-elected to Parliament.In 2017, the then Prime Minister Theresa May called an early General Election. I was re-elected as the Member of Parliament for Cardiff South and Penarth with a majority of 14,864 and 59.5% of the vote.
June 2017 - Present Chair of the APPG on HIV/AIDS.I campaigned for and helped secure new funding to tackle the global epidemic and to ensure that we have a world class response in the UK.
July 2017 Co-Chair of the LGBT+ Parliamentary Labour Party.I've consistently fought against homophobia and discrimination, and for the rights of LGBT+ people worldwide, and was honoured to be included in the Pinc List 2019.
2017 - Present Vice Chair of the APPG on Climate Change.Campaigning cross party to fight our biggest global threat. I have campaigned on air quality, against the expansion of Heathrow, and have supported more renewable and decentralised energy, including using tidal energy in South Wales.
2018 - 2019Currently completing the Police Parliamentary Scheme.I regularly spend days behind the scenes with South Wales Police and across the UK to better understand and support the work of our hardworking police.
11 September 2017 - PresentMember of the Home Affairs CommitteeI worked with our Labour team to put the Government under serious pressure over the terrible Windrush Scandal and helped force the resignation of then Home Secretary over the hostile policies of the Home Office (2018). I have campaigned for more funding for our police, action on extremism online, and an end to indefinite immigration detention - as well as exposing the disastrous impact of a no deal Brexit for our borders, security and EU citizens living in the UK.

I am the Welsh Labour and Co-operative Member of Parliament for Cardiff South & Penarth.
I was first elected as the Member of Parliament for Cardiff South and Penarth in November 2012 and served as PPS to the Shadow Chief Secretary to the Treasury, followed soon after as an Opposition Whip working with the Business and Wales teams whilst also serving on the Welsh Affairs Select Committee. I was then promoted to Shadow Trade and Industry Minister, and then Shadow Foreign Office Minister - before returning to the backbenches, where I have served on the influential International Development, Arms Export Control and Home Affairs Committees.
Alongside this, I chair the All-Party Parliamentary Group (APPG) on HIV/AIDS, and also sit as the Vice-Chair of the Army Group in the APPG on the Armed Forces, Vice Chair of the APPG on Climate Change, and as the Secretary of the APPG on Somaliland. Additionally, I have also completed the Armed Forces Parliamentary Scheme which involved me spending time with our brave Armed Forces around the country and abroad.
I have been a longstanding supporter of the People’s Vote campaign, and play a key part in cross-party alliances to oppose the Government’s disastrous Brexit policy. I am also a member of the More United Network promoting cross-party working on the biggest challenges we face such as climate change and mental health.
I currently live in Cardiff South and Penarth - having been born and brought up in Cardiff and the Vale of Glamorgan. I attended Llantwit Major Comprehensive School, before moving on to study in Canada and then Oxford and St Andrews Universities. For many years I worked in a range of campaigning roles in international charities including World Vision and Oxfam, which included working on campaigns such as the Robin Hood Tax campaign and Make Poverty History.
As a senior policy adviser on poverty, development, trade and humanitarian affairs to Rt Hon Douglas Alexander MP during his time as Secretary of State for International Development in the last Labour Government – I played a part in responding to international disasters like the Haiti earthquake, pushing to help make healthcare and education free for some of the world’s poorest people, and tackling global challenges like climate change.
Since 1987 I have been an avid supporter of the Bluebirds and am still a season ticket holder, whilst also being a big rugby fan. I have previously volunteered as a Cub and Scout Leader, as well as carrying out other voluntary roles in the community. I have also previously worked as constituency caseworker – dealing directly with the concerns of local people in South Wales, and worked with former Cardiff South and Penarth AM, Lorraine Barrett. As a Christian I am a member of Christians on the Left, and Vice-President of Labour Campaign for International Development.
I am a GMB trade union member, and a proud member of the Co-operative Party.
